In 2021 an updated Master Drainage Plan was adopted. The major elements were the mapping of drainageway protection zones and local floodplains, with the primary goal to identify major risk areas across the city. The adoption of the updated Master Drainage Plan enables the city to seek federal and state opportunities for funding of the identified projects which are needed to ensure the safety of our citizens. A drainage Capital Improvement Program was developed based on a short, medium, and long-term implementation plan to be adjusted as funds become available.
Continue the mission to attract quality economic development to expand and diversify employment opportunities and attract higher paying jobs while having minimal impact on our natural resources. Quality economic development will ensure the continued vitality and financial viability of our city.
We do not want to overlook opportunities within our downtown in the effort to attract development along our arterial corridors, any development approved should not be a detriment to our downtown area.
I want to continue to communicate and work with TXDOT to make our downtown more pedestrian friendly and calm traffic through the area.
Utilize smart growth principles by ensuring sustainable public utility infrastructure to support a growing community. We started several years ago by identifying and encouraging development and redevelopment of infill projects within our city. In most cases the infrastructure is already in place, in other areas it provides the opportunity to upgrade dated infrastructure.
Continue to evaluate our development regulations that would attract and create environmentally friendly, high-quality development that reflects the character and history of Boerne. The Unified Development Code (UDC) was initiated to develop a guidebook that clearly specifies the development process for citizens and the development community that we will continue to update as needed to reflect the vision of our Master Plan or as circumstances warrant.
Our Master Plan was last updated in 2018, since that time a determination was made to look at updates every 5 years, I will start that process.
Continue the plans for a transportation system that addresses congestion, travel demand, and encourages safety for pedestrians and bicyclists.
With the passage of the 2022 Bond, we have identified roads and intersections within the city for improvement. The design process has started on some of these projects and the citizens will start to see these projects move into the development stage.
I will continue to foster a good relationship with Kendall County and other regional partners to find solutions and share the cost of transportation improvements that will benefit Boerne.
Continue the evaluation and construction of sidewalks in our city that do not exist or in need of upgrade, this will be an ongoing mobility project to ensure the safe passage around the city for all pedestrians.
Investigate the opportunity for a transit station location in Boerne.
With the passage of the UDC we have promoted environmentally sensitive building and low impact development (LID) practices for new development which will protect our sensitive natural areas. I want to continue the practice of encouraging and incentivizing further protections (stream or riparian corridors, steep slopes, mature trees, etc.) as part of new development.
With the passage of the 2022 Bond, we will be developing the new Northside Community Park and updating existing parks, along with funding available for extending our trail system and open spaces.
Citizens have long identified in numerous surveys the importance of recreational activities in the city for all ages and abilities.
The development agreement with Esperanza sets aside land for a fire station that will help serve the growing community east of town, also included is a contribution up to 1.4 million dollars for the construction of the station. There are plans for a future fire station on the west side of IH 10 in the Regent Park area.
Each year at budget time we evaluate the need for additional police and fire personnel and equipment for the safety and protection of our citizens. This process has always and will remain a top priority for me.
Continue the evaluation and communication of our annual water demand to ensure we don’t exceed our reserved long-term water supply. Continue to promote water conservation practices throughout the city along with offering new incentives to decrease the demand for potable water for irrigation use as demonstrated by the utilization of reclaimed water in Esperanza and Ranches at Creekside.
Continue to monitor the future expansion of our Water Treatment Plant and Wastewater Treatment and Recycling Center and plan accordingly.
